Resizing here changes the pixels, not the display size: the image is drawn onto a canvas at your chosen dimensions and re-encoded at that size, so the downloaded file genuinely contains fewer pixels and is correspondingly smaller. That distinction matters when something has a hard requirement — an avatar that must be 400 by 400, a banner slot with fixed dimensions, a form that rejects images above a certain size. Current dimensions are read from the file automatically, and the aspect ratio stays locked unless you deliberately unlock it, since unlocking stretches the picture and is rarely what anyone wants. The limit is one of physics rather than software: enlarging cannot recover detail that was never captured, so upscaling a small image yields a bigger, softer version of it. Start from the largest original you have when a large output is needed.
